<p>Ramona Community Planning Group members were receptive to the idea of affordable housing geared toward veterans and active military, as presented by representatives of <a href="http://kirecommunities.com">kirE Companies</a>.</p>
<p>Called Patriot Square, the project is proposed for 16th Street, just south of McDonald’s. The development could consist of eight two-story buildings with each building containing no more than eight units for a total of 64, but kirE President Josh Santa told the planners at their Nov. 3 meeting that number was not definite.</p>
<p>Because the project is in its conceptual phase with the county, the planning group was unable to vote on it. Santa said he will bring back a site plan for the planners’ review and vote at a later date.</p>
<p>Santa said he developed the affordable housing idea for military and veterans from his years of living in Ramona.</p>
<p>“My best renters over the years have been military renters,” he said. “They’re very good people.”</p>
<p>KirE Companies, headquartered in Poway, is working on the project with <a href="http://chelseainvestco.com/">Chelsea Investment Corporation</a> in Carlsbad and <a href="http://www.ahma-psw.org/">Pacific Southwest</a>, an affordable housing management association.</p>
<p>Erin Montgomery from Chelsea said they develop, construct and manage affordable housing and have projects in Santee and Lakeside. She said Chelsea is applying for funding through San Diego County Department of Housing and Community Development, which has up to $1 million available.</p>
<p>Representing Pacific Southwest, Robert Lansing said the management firm would provide a number of services “to empower residents…to improve their life skills.”</p>
<p>Such services could include computer labs on the property, after-school tutoring, arts and crafts classes, soccer, financial education classes and health screenings, he said.</p>
<p>Planner Richard Tomlinson cautioned about drainage in that area of 16th Street.</p>
<p>“Be very careful about that,” he said. “There’s a lot of flooding issues.”</p>
<p>Tomlinson asked if the property had any environmental issues.</p>
<p>Santa said there is a vernal pool and he is working on a mitigation proposal to take to the county for approval.</p>
<p>When Santa said an architectural style had not yet been determined, planner Torry Brean told him that design standards are being created for Ramona and suggested he look at ProjectRamona.com for examples of architecture that will fit in with Ramona’s character.</p>
<p>Planner Angus Tobiason said he was in favor of housing for active military and veterans.</p>
<p>“These people have put their neck on the line…If we have to have low-cost housing, I’m very much in favor veterans get a chance,” he said.</p>
<p>Chair Jim Piva applauded the tilt toward the military.</p>
<p>“This would go towards what I think complements Ramona,” he said.</p>
<p>RCPG Secretary Kristi Mansolf said she would give the draft minutes with the planners’ comments to the developers to take to the county.</p>

<p>Veterans and active military would have new housing options in Ramona if a Poway company succeeds in moving its project through the county approval process.</p>
<p><a href="http://kirecommunities.com/about-us/">KirE Companies</a> brought its 64-unit complex before the Ramona Community Planning Group, at its meeting at Ramona Library on Thursday night. The project is in the conceptual phase so planning group members were not able to cast a vote on it.</p>
<p>&#8220;The county has told us we can&#8217;t do that,&#8221; chair Jim Piva said.</p>
<p>However, members did give feedback.</p>
<p>&#8220;I’m a veteran,&#8221; said Angus Tobiason, &#8220;so I’m very interested in this. If we have to have low-cost housing here, I’m very much in favor of us veterans having a chance to get it.&#8221;</p>
<p>&#8220;I like the idea of military housing in our community,&#8221; Piva told company representatives Josh Santa and Adam Hutchinson. &#8220;I refer to the military housing we already have on 11<sup>th</sup> Street. It always seems to be clean and quiet.  We have some other projects in the community that I couldn’t speak as highly of.&#8221;</p>
<p>The density of the housing complex—called the Patriot Project—would be approximately 22 dwelling units per acre and all units would be two-storey, Santa told the group. The type of architecture hasn&#8217;t been determined yet, he said.</p>
<p>Santa said he conceived the idea after living in Ramona for a long time.</p>
<p>&#8220;I&#8217;ve built rentals in Ramona. My best tenants have always been military. They always pay on time. I came up with the idea of having subsidized housing for military and veterans.&#8221;</p>
<p>A group called Chelsea Investment Corporation, based in Carlsbad, is working with Santa to help fund the project.</p>
<p>&#8220;We propose an affordable housing project,&#8221; Erin Montgomery, the project manager, said. &#8220;Funding for these types of projects typically comes from a variety of sources, including the county.&#8221; The Patriot Project had to come before the planning group as a first stage in seeking county funding, Montgomery said.</p>
<p><a href="http://chelseainvestco.com/">Chelsea Investment Corporation</a> has built similar projects in Santee and Lakeside.</p>
<p>&#8220;We develop, construct and manage,&#8221; she said.</p>
<p>The concept includes services for the residents, which might include enrichment classes or tutoring for children. Security would likely include a gate and fencing, Santa said.</p>
<p>Planning group members cautioned the proponents to consider drainage and parking. The conceptual plan includes 125 parking spaces.</p>
<p>Torry Brean told the developers that Ramona is considering design standards.</p>
<p>&#8220;They&#8217;re not approved yet, but I recommend you look at <a href="http://projectramona.com/">ProjectRamona.com</a>,&#8221; he said.</p>
<p>Another project came before the planning group Thursday night. This time, it was extra housing for rabbits.</p>
<p>The planning group gave unanimous approval for additional buildings on a property off San Vicente Road, where research rabbits are raised.</p>
<p><a href="http://local.yahoo.com/info-20836016-steingraber-bruce-w-progressive-images-in-architec-ramona">Architect Bruce Steingraber of Ramona</a> presented the plans for the Prosci Inc. property to the group.</p>
<p>He said the proposed rabbit coop buildings—totalling 28,800 square feet—would be set about 800 feet back from a private driveway off the road, near Bunny King Lane. The existing building area is about 3,800 square feet.</p>
<p>&#8220;You can&#8217;t actually see this property from San Vicente,&#8221; he said.</p>
<p>Steingraber said the business needs more rabbits due to the demand for <a href="http://www.cdc.gov/hiv/default.htm">HIV </a>research by San Diego companies. He said no actual research would be done on the Ramona property, but rabbits would be shipped to a facility in Poway.</p>
<p>&#8220;They inject the rabbits, then take the serum out of the rabbits to inject into people,&#8221; he said.</p>
<p>Steingraber said waste from the Ramona property would be collected and hauled off the site every other day and that the odor is a lot less than with other animals.</p>
<p>Thirteen planning group members were present for the meeting. Carl Hickman abstained from the vote.</p>
<p>Before the meeting ended, Piva summed up a <a href="http://ramona.patch.com/articles/flood-control-priority-list-under-way-for-ramona-county-engineering">recent planning group meeting that included a County presentation on suggested flood control improvements</a>.</p>
<p>&#8220;You can see why the problem is the way it is today,&#8221; he said. &#8220;It is a real mess. I was not aware of how bad it is. It&#8217;s a bureaucratic nightmare. The County can come here and make presentations, but their hands are so tied. On top of that, they have no money. I felt that it was a very good presentation that they put on—very informative. The flood control people have about $500,000 for Ramona. There&#8217;s going to be a follow-up meeting.</p>
<p>&#8220;Kelly Street is number 42 on their priority list,&#8221; Piva said. &#8220;We have an opportunity to move that up the list and that&#8217;s what this body is going to do.&#8221;</p>
<p>Planning group secretary Kristi Mansolf reported that <a href="http://www.diannejacob.com/">County Supervisor Dianne Jacob</a> had offered encouragement when the subject came up at the recent meeting of the Ramona Revitalization Committee.</p>
<p>&#8220;She said she wants this on the matrix (of projects),&#8221; Mansolf said. &#8220;She said that if there&#8217;s a road attached to the flooding problem, then that&#8217;s good. If there&#8217;s a chance to knock off two projects with one project, then she&#8217;s encouraging us to do that.&#8221;</p>
<p>In other business, Piva mentioned that there&#8217;s a status meeting for the emergency evacuation easement in the next 10 days. Mansolf said Jacob reported at the revitalization committee that the project is moving ahead.</p>
<p>&#8220;The next thing is the memorandum of understanding between the agencies,&#8221; Mansolf said.</p>
<p>&#8220;I think it&#8217;s a good thing for the community,&#8221; Piva said.</p>
<p>He also reported that he&#8217;d received an email about a stakeholder meeting with the <a href="http://www.fs.usda.gov/wps/portal/fsinternet/!ut/p/c4/04_SB8K8xLLM9MSSzPy8xBz9CP0os3gjAwhwtDDw9_AI8zPwhQoY6BdkOyoCAPkATlA!/?ss=110502&amp;navtype=BROWSEBYSUBJECT&amp;cid=FSE_003853&amp;navid=091000000000000&amp;pnavid=null&amp;position=BROWSEBYSUBJECT&amp;ttype=main&amp;pname=Cleveland%20National%20Forest-%20Home">U.S. Forest Service</a> about <a href="http://ramona.patch.com/articles/astrea-to-fly-over-cedar-creek-falls-on-weekend-two-roads-will-be-closed">Cedar Creek</a>.</p>
<p>&#8220;There&#8217;s a plan of action, but we&#8217;re not to comment on it yet. We will have a follow-up meeting and I attend those meetings.&#8221;</p>

<p>Sallie McKelvey has been waiting since 2007 for new neighbors to move into the backcountry neighborhood she shares with eight other families.<br />
Now, four years after she moved into Black Canyon Estates in Ramona, she&#8217;s gearing up to welcome them to the neighborhood that&#8217;s been on hold since 2005.<br />
The development at Black Canyon and Stokes roads was originally slated to be the site of dozens of 3,000-plus square-foot homes. The zoning began in the early 1990s, and Pacific Heritage Homes bought the property with hopes of turning it into a neighborhood with gargantuan homes on lots to match. Parcels were mapped out, improvements were made and several homeowners signed on to be the first in the neighborhood. Model homes were built and people started to move in.</p>
<p>Then the money ran out.</p>
<p>That&#8217;s when a bank took over and the project went dark. The land had been graded and lots were ready for building. When the project stalled, it left the area desolate. Jeff Gan with ReMax in Ramona said the property sat that way until this spring when KirE Companies, a development group with a track record of buying defunct properties and reviving them, purchased Black Canyon Estates and embarked on a plan to get the development moving again.<br />
Josh Santa, head of KirE Companies, said the neighborhood needed a fresh start and as a Ramona resident, he could think of no one better than his own company to resurrect the project. Homes like McKelvey&#8217;s 3,450-square-foot house are no longer part of the plan. In their place will be 35 smaller homes that cap at about 2,300 square feet and sit on 2-acre lots. Prices will top out at around $475,000.</p>
<p>KirE&#8217;s first model home opened in late July and another is set to be finished within the next month. To the developer, purchasing the neighborhood is a way to capitalize on the growth of Ramona, which is also experiencing a retail renaissance in its small downtown as people leave San Diego proper for country tranquility. For residents who have already lived there for years, it heralds a change from sleepy backcountry neighborhood to what could become a multigenerational community.</p>
<p>&#8220;A lot of people wouldn&#8217;t like this but we&#8217;re happy to see Ramona expanding out there into the country,&#8221; McKelvey said of the notion the growth means chaos and barking dogs, which she notes the neighborhood still has none of. &#8220;People tend not to want change, but &#8230; you can have the quaintness of Ramona and have the beauty of this little community out here where we live.&#8221;</p>
<p>KirE Companies has now taken two stalled projects under its corporate wing. In May, one month after the company set up shop in Poway, the developer purchased City Square in Escondido. The townhome complex at Second Avenue and Centre City Parkway had been on hold since 2008 after Bank of America took over the project. At that point, only 18 of the proposed 102 units had been completed and, like Black Canyon Estates, the 3.6-acre site sat otherwise empty with little hope of being completed.</p>

<p><strong>ESCONDIDO</strong> — Another long-delayed housing development is back on track in Escondido.</p>
<p>City Square, at Second Avenue and Centre City Parkway, was bought  last fall by Poway-based KirE Cos., which is refining new designs for  the townhomes.</p>
<p>“There’s a lot of positives about that site, it’s in the heart of  downtown,” said KirE vice president Jason Shepard. “We love the  location. It’s very close to the Sprinter” light-rail station.</p>
<p>Shepard noted that the project will coincide with the arrival of  additional jobs in the city with next year’s opening of the new Palomar  Medical Center West hospital.</p>
<p>KirE bought City Square from Bank of America, which had held the  property after builder Barratt American went bankrupt in 2008. KirE  declined to disclose the purchase price.</p>
<p>Of the 102 units approved on the project, Barratt built 18. The  completed units are owned individually, but will be incorporated into  the rest of project, said Josh Santa, KirE’s co-founder and president.</p>
<p>Santa said he and KirE representatives have met with the homeowners association.</p>
<p>He said the redesigned units will be a more traditional three story  townhome layout with side-by-side parking. The completed homes have  tandem in-line parking.</p>
<p>Escondido principal planner Bill Martin called the layout “a major plus.”</p>
<p>Martin said KirE is expected to take the final design to the city’s  Design Review Board on June 9, followed by Planning Commission and City  Council reviews.</p>
<p>“A lot of architectural elements will match up with what’s out  there,” Martin said. “We’re pretty excited with what they have so far.”</p>
<p>The 84 City Square townhomes will include four floor plans, ranging  from 1,105 square feet with two bedrooms and 2.5 bathrooms to 1,477  square feet with three bedrooms, three bathrooms and a den. Summa  Architecture is handling the redesign.</p>
<p>The townhomes will be offered for sale, but prices have not been set yet, Santa and Shepard said.</p>
<p>The color scheme and architectural style will be consistent with the  original units, so KirE expects the new townhomes to fit in seamlessly.</p>
<p>The redesign also includes courtyards and more open space for  residents. Santa and Shepard see City Square as a walkable community  within easy reach of downtown restaurants and a movie multiplex.</p>
<p>On Monday, KirE started removing weeds and cleaning up trash on the 3.6-acre site, which Shepard called a “gateway to the city.”</p>
<p>Also, nearby, Lyon Communities has recently started construction on  condo projects Venue and Paramount, which halted after a fire in 2007.</p>

<p>The passing of a young man nine years ago has brought together four men of diverse ages and backgrounds to form kirE Companies, a new building and development firm in Poway.</p>
<p>In 2002, <a rel="external" href="http://wc.arizona.edu/papers/96/37/01_4.html">Erik Baumgartner</a>, 21, died in an auto accident near Arizona State University, where he was enrolled. Nine years later, his friends still slip into the present tense when they speak of him, and both they and his father get tears in their eyes when they remember him.</p>
<p>But his death helped create new relationships among friends and Erik&#8217;s father to form a new company. In the midst of the slowest market in new houses in decades, they&#8217;ve secured land for a pair of projects in Escondido and Ramona. They had the skills, the investors and the land; all they needed was a name for the new company.</p>
<p>&#8220;It was (Baumgartner&#8217;s partner) Josh&#8217;s idea to name it &#8216;kirE.&#8217; E-R-I-K is kirE spelled backwards,&#8221; said Ken Baumgartner, the elder statesmen of the group. &#8220;It means a lot to us.&#8221; It&#8217;s pronounced &#8220;KY-er&#8221; to rhyme with &#8220;fire.&#8221;</p>
<p>Without Erik, it&#8217;s hard to imagine the group coming together. Ken, Erik&#8217;s father, spent 31 years building housing subdivisions for Corky McMillin Companies in Chula Vista; Jason Shepard, 31, was Erik&#8217;s roommate at Arizona and a specialist in the entitlement process; and Josh Santa, 35, a homebuilder, married a longtime family friend of Ken&#8217;s. Only Bryan Nimer, the chief financial officer, had no connection to Erik, though he knew Shepard from time they both spent working at Corky McMillin.</p>
<p>Baumgartner in some ways is the linchpin for the company, bringing his decades of experience and access to investors to the firm. The Navy brought him from his native New Jersey to San Diego in the 1960s. And after stints as a real estate agent and a county government bureaucrat, he found his footing working for Corky McMillin for the next three decades, mostly on developments in Chula Vista.</p>
<p>As his most recent contract wound up last year, he decided the time had come to slow down, especially as the company was going to have to survive a deep slump in housing before it could grow again. Builders sold 331 new houses in North San Diego County in 2010, a 94 percent drop from a 2005 peak, according to the San Diego County Assessor&#8217;s office.</p>
<p>&#8220;It would be another six, seven years before things get going again, and I just didn&#8217;t have that in me,&#8221; said Baumgartner, 66.</p>
<p>So he retired and teamed up with Santa on a few small house-building deals.</p>
<p>Santa&#8217;s father was a house framer based in Ramona, and Santa worked for him growing up. After high school, he joined the firm full time before forming his own general contracting company in 2002. Santa met his future wife, Lindsay, in high school. Lindsay&#8217;s father is Baumgartner&#8217;s best friend, and the couple hung out with Erik and his friends, especially when Erik raced his four-wheeler at desert competitions.</p>
<p>Two months after Erik&#8217;s death, Santa&#8217;s younger brother Zack died, and Baumgartner turned up for the funeral.</p>
<p>&#8220;He knew what it was like to go through loss,&#8221; Santa said.</p>
<p>The two men stayed close through the years. Santa&#8217;s company hung on through the recession, and he and Baumgartner started teaming up on small side deals. Today his staff forms the core of kirE&#8217;s dozen employees.</p>
<p>The two decided to form a more formal company when they stumbled into Black Canyon Estates&#8217; ready-to-build 160-acre site in Ramona, abutting the Cleveland National Forest. They brought Shepard, Erik&#8217;s former roommate, on board, and Shepard brought Nimer.</p>
<p>The group is excited about the Ramona project: The plots are at least two acres each, and the five layouts they&#8217;ve designed maximize views, Santa said. The houses will start relatively small, with some floor plans starting at 1,900 square feet, but they&#8217;re designed to accommodate additions as the economy improves, Santa said.</p>
<p>&#8220;We&#8217;re trying to give the market what it can afford,&#8221; Santa said.</p>
<p>Then in February they acquired City Square on Centre City Parkway and Second Avenue in Escondido, a former Barratt American project that had long been unfinished. They redesigned the 102-unit plan &#8212;- only 18 were built &#8212;&#8211; to accomodate town houses, instead of a high-rise.</p>
<p>Santa and Shepard said that Erik would have certainly been a partner in kirE, under other circumstances.</p>
<p>&#8220;He&#8217;s the glue for this place,&#8221; Santa said.</p>

<p>KirE has several plans to begin developments and new home construction in the Ramona and Escondido areas specifically. The company recently acquired the single-family residential home Black Canyon Estates development in Ramona and the multifamily residential City Square project known as City Square in Escondido. Both projects have existing homes and KirE plans to restart the building in these projects and complete them.</p>

<p>Ken Baumgartner’s most daunting project of the moment is building and  growing a whole new home-construction and development company from the  ground up.</p>
<p>Having worked more than 30 years with locally based builder The Corky  McMillin Cos., including stints as president and chief operating  officer, Baumgartner is well aware of the challenges in the current  environment, but he is relishing the chance to take them on.</p>
<p>“I’ve been through several of these cycles over the years,” said  Baumgartner, 66, who recently teamed with Josh Santa to form KirE Cos.,  with headquarters in Poway. Baumgartner is the new firm’s chief  executive officer, and Santa is president.</p>
<p>“What we’re doing is looking at some very specific opportunities to  develop, and we’re doing it by not starting out in debt,” Baumgartner  said. “In a way, it’s good that construction lending is tight, because  that also helps keep us out of trouble.”</p>
<p>He said the company has a limited amount of startup capital, but will  be tapping into a wide network of potential investors. It will also be  scouting for stakes in existing but unfinished developments around San  Diego County, giving the new firm a foothold in projects at a low cost  basis.</p>
<p>For instance, its first two official projects were acquired from  banks that had foreclosed on the original developers after the first  homes had been built and sold.</p>
<p><strong>Two Projects to Complete</strong></p>
<p>In gradual phases, KirE will be completing Black Canyon Estates, a  44-lot single-family housing development in Ramona where 35 homes have  yet to be built; and City Square, a 102-unit residential townhouse  project in central Escondido with 84 units to be constructed.</p>
<p>The Escondido project will represent an investment of about $25  million by the time it is fully built out. Baumgartner said the firm  will also serve as a general contractor for other developers, including  Carlsbad-based Chelsea Investment Corp., for which it is currently  building an apartment complex in Huntington Beach.</p>
<p>The firm’s launch comes as the construction industry slowly bounces  back from the recession, although lenders remain reluctant to finance  new residential or commercial projects because of lingering problems  with loan delinquencies.</p>
<p>According to the latest available data from the Construction Industry  Research Board, developers took out building permits for San Diego  County single-family projects totaling $106.6 million, representing 307  future homes, in the first two months of 2011.</p>
<p>That was nearly double the amount of local single-family building  activity seen in the same period of 2009, though less than half the  level of January-February 2006.</p>
<p>Santa said he worked with Baumgartner during the past several years  on occasional home renovation and investment projects done by Santa’s  locally based company, JNL Development Inc. Santa has led that firm  since its founding in 2002, and will remain involved with it.</p>
<p>Santa said the new firm will initially employ six full-time staff,  but seasonal full- and part-time positions combined could eventually  range up to 30.</p>
<p><strong>Experienced Partners</strong></p>
<p>Baumgartner said a “great source of satisfaction” in starting the  company was the chance to work with and mentor a group of partners who  are all experienced in construction and development, but still in their  30s. In addition to Santa, that includes fellow principals Jason  Shepard, Bryan Nimer and Guy Oliver.</p>
<p>Shepard and Oliver also worked previously for McMillin divisions.  Similar to the company Baumgartner left in 2010 after 31 years, there  are family links to the origins of KirE.</p>
<p>Baumgartner said the firm’s name is a backwards-spelled tribute to  his late son, Erik, who died in a 2002 auto accident while attending The  University of Arizona. Shepard was Erik’s roommate at the university  and a longtime friend.</p>
<p>Baumgartner said he decided to leave McMillin for the chance to try  something on his own, and because he could not bear the thought of  retirement from the industry.</p>

<p>A new developer says he wants to quickly resume construction of the partly built City Square condominium project, increasing optimism among Escondido city leaders about their plan to revitalize downtown with hundreds of upscale condos.</p>
<p>City Square, approved by the City Council as a 102-unit project at Second Avenue and Centre City Parkway in 2005, was put on hold with only 18 units built because of the real estate crash that began in late 2006.</p>
<p>It was one of the most prominent of several downtown housing developments approved before the housing crash by the council, which was hoping to create an urban core where people could shop and find entertainment within walking distance of their homes.</p>
<p>But the only project completed was 15 town houses east of City Hall on Pennsylvania Avenue.</p>
<p>New momentum behind the council&#8217;s old plan began this winter when Lyon Capital Ventures announced it would soon begin construction on the unfinished 200-unit Paramount and Venue projects, which a previous developer abandoned after a 2007 fire.</p>
<p>Councilwoman Marie Waldron said the news about the remaining 84 units of City Square adds to that momentum.</p>
<p>&#8220;Having these projects sitting dormant gives the appearance that nothing is happening downtown, so it does nothing to enhance the business climate,&#8221; said Waldron. &#8220;This also helps fulfill our goal of having people live and work downtown.&#8221;</p>
<p>Thora Guthrie, chief executive of the Downtown Business Association, said City Square and other residential developments were key to the city&#8217;s dreams of a vibrant downtown with a wide variety of thriving entertainment venues.</p>
<p>&#8220;We&#8217;re really excited to see more residents down here, because they will be some of the people that shop in our stores and dine in our restaurants,&#8221; Guthrie said.</p>
<p>Ground could be broken on the rest of City Square later this year if city approvals go smoothly and adequate financing is secured, said the developer, Ken Baumgartner of the Kire Companies in Poway.</p>
<p>He said a loan between $12 million and $15 million was needed for the roughly $20 million project. He declined to say how much he paid for the property, which was controlled by banks after initial developer Barratt American went bankrupt.</p>
<p>The two- and three-bedroom units in City Square could go on sale as early as mid-2012, said Baumgartner, co-founder and chief executive of Kire Companies and a former executive with the Corky McMillin Companies.</p>
<p>The first wave of City Square condos sold mostly in the $400,000 price range, but these units will be slightly smaller, and real estate prices have come down sharply in recent years.</p>
<p>Baumgartner said his firm, which was founded this year, chose City Square as one of its first projects because it&#8217;s in a downtown environment and because it&#8217;s only a few miles from a $1 billion hospital under construction near the city&#8217;s border with San Marcos. He said employees at the new hospital would be ideal candidates to buy the condos.</p>
<p>&#8220;This community is a great place to hang your shingle,&#8221; he said.</p>
<p>City Square is also only a few blocks from Escondido&#8217;s Sprinter station and a minor league ballpark proposed for the western edge of downtown on Spruce Street.</p>
<p>Plans for the project will be submitted to the city&#8217;s Design Review Board on April 28, with hearings before the Planning Commission and City Council likely to follow, said Bill Martin, the city&#8217;s principal planner.</p>
<p>Martin said the color scheme of beige, red, green and gold would remain the same as in the first phase, and that most other features would also be retained, including pitched roofs and metal balconies. But he said none of the new units would exceed three stories, while previous plans called for some four-story condos.</p>
<p>Mayor Sam Abed said he was excited about the progress on City Square, The Paramount and The Venue. And Abed stressed that the council hadn&#8217;t sacrificed its standards out of desperation to get something built.</p>
<p>&#8220;We are maintaining our vision of not only urban living, but quality urban living,&#8221; Abed said. &#8220;We must wait till the right developers and investors come.&#8221;</p>
<p>The City Square property covers 3.6 acres on the southeast corner of Second Avenue and Centre City Parkway. The vacant site was created by clearing several vacant houses and a building at 203 S. Orange St. that was once Escondido&#8217;s local post office.</p>

<p><strong><em>Latigo Ranch:</em></strong> This project is located in the City of Brawley and has an approved Final Map on Unit 1 and Unit 2 has an approved TM.  Unit 1 contains 96 finished lots.  Unit 2 contains 96 graded lots with a school site.  The school site is currently in escrow with the Brawley Elementary School District.</p>

<p><strong>-POWAY, APRIL 19, 2011 – KirE COMPANIES</strong> announces today it’s new development and home-building company founded by top local area industry executives Ken Baumgartner, former President and COO of The Corky McMillin Companies and Josh Santa, CEO of JNL Development, Inc.  Additional principals include Jason Shepard, Bryan Nimer and Guy Oliver.</p>
<p>“KirE Companies is a unique company that brings together five well-seasoned construction professionals into a partnership that recognizes the changing development and home building challenges and is excited to bring clients  innovative homes and projects built for the future,” said KirE Co-Founder and CEO, Ken Baumgartner.</p>
<p>KirE has several plans to begin developments and new home construction in the Ramona and Escondido areas specifically. Recently acquiring the single-family residential home development, known as <em>Black Canyon Estates</em> in Ramona, CA and the multifamily residential project known as <em>City Square</em> in Escondido, CA. Both projects currently have existing homes and KirE plans to restart the building in these projects and complete them.</p>
<p>“We are pleased that KIRE is bringing new, energy efficient and affordable single-family homes to the Ramona and Escondido areas,” said Josh Santa, KirE Co-Founder and President.</p>
<p>KIRE is also the general contractor for the well known developer, Chelsea Investment Corporation, and is currently in construction on their Pacific Sun Apartments in the Huntington Beach, CA</p>

<p>Ken Baumgartner – prior to KirE Companies, Mr. Baumgartner served as the President, COO, member of the investment committee and Board of Directors during his 31 years at The Corky McMillin Companies, a large, well-respected residential development company based in Southern CA. Mr. Baumgartner received a bachelor’s degree in economics from Rutgers University and a master’s degree in City Planning from San Diego State University and holds a California Real Estate Broker’s license. Baumgartner is active in community affairs and has served on the board of directors for the South Bay Family YMCA for over 20 years. He also serves on the American Cancer Society Partnership Council,  is a former Director of Landmark National Bank and a member of Lambda Alpha, a national land economics organization.</p>

<p><strong>ABOUT JOSH SANTA </strong></p>
<p>Josh Santa – retains over 20 years of experience as a residential homebuilder operating JNL Development, Inc. as its President and CEO overseeing all aspects including estimating, drafting, design, permit processing and contracting. Mr. Santa retains a California contractor’s license as a General Contractor.</p>

Mr. Nimer graduated from Fairfield University where he received a bachelor’s degree in finance and completed the Urban Planning and Development Program at University of California, San Diego.  He holds a State of California Real Estate Salesperson License and is an active member of the Urban Land Institute (ULI) for Young Leaders.</p>
<p><strong>ABOUT GUY OLIVER </strong></p>
<p>Former Senior Vice-President of McMillin Homes, has been involved in the construction of over 6,000 single and multi-family residential units throughout California, Hawaii and Arizona. Mr. Oliver is a licensed General Contractor and holds a Bachelor of Science Degree in Construction Management from the College of Architecture and Environmental Design at California Polytechnic State University, San Luis Obispo.</p>
